The scope of work for the Contractor will be performed in two distinct phases: • Phase 1 Pre-Construction and Design, and • Phase 2 Construction and Acceptance. Phase 1 will generally consist of alternative analysis, conceptual engineering, design criteria report, supporting the Project environmental review, site investigations (survey, geotechnical, hazardous materials, utilities, confirmation of materials, condition assessment, etc.), review and validation of all information provided by SFPUC, structural investigations, process evaluation, and 35% and 65% design development, including facilitation of review workshops with SFPUC staff. Essential to Phase 1, and in close collaboration with SFPUC, will be the development and maintenance of a Project Risk Register, proposed Guaranteed Maximum Price (GMP) and Project schedule. The Project’s design (developed to SFPUC’s required level of completion) will include plans, specifications, and all necessary supporting documentation, such as detailed open-book pricing for the GMP. Estimates of the GMP will be required at major design deliverable milestones to reflect changes resulting from design progression during Phase 1. Although SFPUC anticipates negotiating the GMP Amendment following completion of the 65% Design, SFPUC may elect to accept, reject, or negotiate the GMP Amendment at any point in the process following completion of the 35% Design.
