3.1 The South Dakota Department of Health is seeking a team of up to 8.0 FTE to provide informatics services. A list of responsibilities and qualifications for each role is below: 3.1.1 Rhapsody Analyst 3.1.1.1 Lead work on the S3 interface for end-to-end HL7 message receipt, routing, and sending 3.1.1.2 Work with the informatics team members to provide interface support for new and existing electronic laboratory report (ELR), syndromic surveillance message (SyS), and electronic case report (eCR) data feeds 3.1.1.3 Conduct quality assurance and validation of incoming messages (ELR, SyS, eCR) 3.1.1.4 Maintain and support development in Azure Cloud 3.1.1.5 Lead identification of solutions for information access 3.1.1.6 Assist ESIC, BIT, and vendors to implement any new system or system change 3.1.1.7 Create documentation, system diagrams, and guidelines to communicate design decisions and best practices 3.1.1.8 Minimum Qualifications: 3.1.1.8.1 Bachelor’s degree in information systems, computer science, or related field or Master’s degree in Public Health 3.1.1.8.2 Experience with Microsoft Office tools 3.1.1.8.3 Experience with SQL, Python, JavaScript, or other scripting languages 3.1.1.8.4 Knowledge of coding standards, such as HL7, LOINC, SNOMED, ICD-10, CPT, and other clinical or message coding 3.1.1.8.5 Two years experience working in a public health setting 3.1.2 ESRI Analyst 3.1.2.1 Compile, transform, and analyze geospatial data 3.1.2.2 Creates and maintains geographical information system (GIS) layers 3.1.2.3 Design, develop, and maintain databases with GIS data 3.1.2.4 Conduct geocoding of address data 3.1.2.5 Creates reports, maps, applications, and visualizations to showcase spatial data 3.1.2.6 Develop data pipelines using scripting languages (e.g., SQL, Python, etc) 3.1.2.7 Follows quality assurance and control processes, and performs routine data management tasks 3.1.2.8 Troubleshoots and supports GIS-related hardware and software, including peripheral equipment such as printer/plotters 3.1.2.9 Provide training and/or technical support to staff 3.1.2.10 Minimum Qualifications: 3.1.2.10.1 Bachelor’s degree in geography, planning, or related field 3.1.2.10.2 Five years of experience using ESRI desktop and its related extensions and relational databases 3.1.2.10.3 Proficient use of Microsoft Office tools 3.1.2.10.4 Proficient in SQL language 3.1.2.10.5 GIS certification (e.g., GISP) 3.1.2.10.6 Two years experience working in a public health setting
