1.2.1. Goal: The Web-based Illinois Nutrition System (WINS) serves as the comprehensive support system for processing all State and Federal child nutrition claims and payments related to various programs, including the National School Lunch Program, School Breakfast Program, Child and Adult Care Food Program, Summer Food Service Program, Fresh Fruit and Vegetable Program, and the Special Milk Program. These initiatives are instrumental in fostering and enhancing the overall well-being of children, recognizing the importance of healthy meals and habits for academic readiness and success both in the classroom and beyond. The senior business analyst is tasked with defining and documenting the necessary work using Azure DevOps. This includes handling the annual opening processes for 16 U.S. Department of Agriculture (USDA) food programs that are administered by the Food and Nutrition Service, encompassing tasks such as opening applications, submitting and processing claims, and monitoring review processes. Additionally, the analyst will address maintenance work and improvement needs for WINS, integrating new features requested by business owners; implement a New Household Eligibility application; manage the Direct Certification rewrite and its dependencies on other WINS features; oversee the implementation of the Summer Electronic Benefit Transfer (S-EBT) program; and address Food and Nutrition Service reporting needs. Furthermore, the analyst will play a pivotal role in assisting the Funding and Disbursements Department with funds related to WINS and the USDA. This comprehensive approach ensures the efficient functioning and continuous improvement of the nutrition support system. 1.2.2. SUPPLIES AND/OR SERVICES REQUIRED: The senior specialized software developer will provide critical support to Agency and projects related to child nutrition. The developer will assist on Agency projects, focusing primarily on the development/maintenance and information transition of WINS, which plays a significant role in the electronic administration of nutrition programs and services in Illinois. The developer will focus on implementing new requirements/features and the maintenance of the following programs (this list is not exhaustive): S-EBT program, National School Lunch, After School Snack, Child Care Center, Head Start, Summer Food Service, and Direct Certification.
