Brief Description: The Department is seeking the services of a Certified Public Accounting firm to provide technical assistance, financial controls and program development to the Department. These services will involve working with state agency partners and its Workforce Innovation and Opportunity Act (WIOA) grantees. The state agency partners (core partners) that administer the WIOA include the Illinois Community College Board, the Illinois Department of Human Services, and the Illinois Department of Employment Security. The WIOA grantees are local governments and non-profit organizations. The services are to be provided on an as-needed basis. The Department does not guarantee that there will be an ongoing need for these services. The services to be provided include but are not limited to: Developing controls and procedures to adequately safeguard WIOA grant funds and ensure compliance with all federal and state regulations Providing programmatic and fiscal management and monitoring support to address problems at the state and local workforce levels Providing Technical Assistance to the Department, Agency Partners and Grantees Completing research projects, analyze data and document findings as directed Providing assistance in the development, implementation, monitoring and evaluation of fiscal and programmatic policies that are compliant with the WIOA regulations
