Program structures are at the discretion of individual proposers; however, proposers must outline a curriculum with the required components below, tailored to the needs of each track: • Business planning • Financial management/Financial literacy • Business growth • Government contracting • Marketing strategies • Artificial intelligence applications for business operations • Human resource management • Additional components as justified by the respondent The program must be accessible and flexible, offering a mix of virtual and in-person services, including: • Evening and weekend availability • Dedicated office hours for one-on-one business coaching • Structured mentorship sessions • Clear identification of program delivery locations and a proposed schedule A collaborative approach is strongly encouraged. Proposals should detail partnerships such as small business support organizations, financial institutions, educational institutions, and community-based groups. If this approach is taken, the lead organization will be responsible for service coordination, grant administration, and overseeing data collection and reporting. Proposals must include a clear staffing model that outlines key personnel, such as: • Program coordinators • Business advisors • Grant administrators • Technical assistance providers A performance evaluation framework must be established to track business growth, revenue increases, and access to capital.
