Scope: The selected organization will be responsible for the end-to-end management of the opioid settlement grant application and award process. Responsibilities include, but are not limited to: 1. Grant Application Development o Design and publish a transparent and accessible grant application. o Conduct outreach and engagement efforts to ensure broad participation from eligible applicants. o The County will provide the eligibility criteria, funding priorities, and budget. 2. Scoring and Evaluation o Establish an objective scoring matrix aligned with County priorities and opioid mitigation best practices. o Convene and support an independent review panel to assess applications and recommend awards. This review panel may consist of County Board of Commissioners and persons with lived experiences. o Provide technical assistance to applicants as needed to ensure a fair and equitable review process. 3. Grant Award and Contracting o Notify successful applicants and execute grant agreements with sub-recipients. o Ensure compliance with all County, state, and federal requirements. o Facilitate initial disbursements and ongoing funding allocation. 4. Grant Management and Oversight o Monitor funded programs to ensure compliance with contractual obligations and performance benchmarks. o Provide technical assistance to sub-recipients on program implementation, reporting, and compliance. o Conduct site visits, audits, and evaluations as necessary. 5. Financial and Programmatic Reporting o Develop and maintain a comprehensive tracking system for grant expenditures and program outcomes. o Collect, analyze, and submit periodic financial and performance reports to the County. o Ensure that all reporting adheres to County and legal requirements for opioid settlement funds.
