The objective of the project is to comprehensively address the needs of Hawai‘i’s state and county government fleets, including the necessary associated infrastructure, in the context of Hawai‘i’s fleet mandate. The project supports current activities that are ongoing at the State. In particular, Hawai‘i Revised Statutes (HRS) §103D-412, §196-9 (c)(11), §26-6(b)(13) require State agencies procuring any new light-duty passenger vehicles to prioritize the purchase of zero-emission vehicles (ZEVs), and starting in 2030, any new light-duty truck or multi-purpose passenger vehicle must be a ZEV unless an exemption from the State’s Comptroller is received. Work conducted in this project includes analyzing operational needs during both normal ("blue skies") and emergency ("grey skies") conditions, evaluating fleet sites and charging locations, identifying innovative resilient charging solutions, and integrating these solutions to benefit both emergency response requirements and the general public. The objective is to ensure efficient and resilient ZEV operations while leveraging existing and future energy sources and enhancing access to resilient energy systems.
