1. LOCATIONS: This bid contains eighty-three (83) separate locations including an estimated ninety-one (91) toilets separated into thirteen (13) separate bid groups as specified below. Eight (8) sites include two (2) toilets. See listing of Bid Groups that follows for further detail. 2. BIDDING: A per service price for all rental, delivery, setup, pumping, servicing and pickup of portable toilet, labor, taxes, fees, all supplies, and all else necessary must be included in the bid price for each site. No extras will be allowed. Vendors may bid on one, some, or all bid groups, but MUST submit a bid price for each site contained within any given bid group for which they wish to bid on. Bids for bid groups that do not contain line-item prices for all sites within the bid group may be rejected. 3. Delivery and setup shall be completed in time for all units in every bid group to be useable by May 3, 2025, and remain in service through October 4, 2025. All units must be removed no later than October 18, 2025. Toilet locations at each facility will be determined by DNR Parks & Trails Division staff and communicated to the awarded Contractor. 4. Toilet Units: A. Must be aesthetically pleasing as not to conflict with the visual character of the site. Earth tones are preferred. The State reserves the right to determine if the color is acceptable and to reject any unit on that basis. B. Must be in good condition with no holes through the exterior walls or leaky roofs. The State reserves the right to determine if condition is acceptable and to reject any unit on that basis. C. A label with the vendor’s business name and phone number must be posted in a visible location on the outside of each unit. D. Toilets shall be a one-piece, plastic construction, and: a. Have interior latch for privacy. b. Provide maximum ventilation with floor vents, window vents and a high-volume vent pipe. c. Sanitary seat deck and floor design. d. Anti-slip floor surface. e. No dangerous protrusions, edges or catch points. f. Have nonporous interior surface to prevent bacterial absorption. g. Outside emergency access to prevent trapped children. E. NOTE: ADA Compliant Units must meet current ADA (Americans with Disabilities Act) accessible guidelines. The ADAAG (Americans with Disabilities Act Accessibility Guidelines) website is www.access-board.gov/ and it provides specifications that apply for ADA toilets. F. Contractor, at Contractor’s expense must repair damage or vandalism to any unit immediately or replace the unit within one (1) week. 5. Unit Servicing Requirements: A. Any/all units must be pumped as frequently as necessary to ensure that the vault capacities are not reached. This includes holiday weekends. B. It is the sole responsibility of the Contractor to monitoring each unit. C. Each/every unit must be serviced at least weekly, preferably on Mondays. a. These services must include: i. pumping out and recharging of holding tank ii. disinfect and wipe down of interior iii. restocking of enough paper to last the week. 1. Should theft of toilet paper be a problem in any unit, a locking device must be used to prevent the problem and is the sole responsibility of the vendor to provide and place. D. Contractor shall be solely responsible for the proper off-site disposal of any cans, bottles, litter or other foreign objects found within the toilet structure. E. A log sheet must be posted inside each toilet unit noting the date of the last service.
