4.1. Iridium Satellite Phone Subscription Services 4.1.1. The Contractor shall provide a subscription for each satellite phone through the Iridium satellite network. The service plans shall consist of the following minute allowances: 4.1.1.1. 175 minutes annually 4.1.1.2. 250 minutes annually 4.1.1.3. 500 minutes annually 4.1.1.4. The Contractor shall offer the ability for the Department to change a satellite phone subscription plan to the next highest tiered plan at any point in the contract term, without a cost penalty. 4.2. Roll-Over Minutes (Applies to Subscription Services Only) 4.2.1. The Contractor shall ensure that any minutes that are left over at the end of each month shall roll-over and be usable for the same phone number for the following month. There shall be no expiration of the roll-over minutes as long as the subscription remains active. 4.3. Coverage 4.3.1. The contractor shall offer a method for standard Department owned cell phones to call the Department owned satellite phones. The exact process and necessary information required for the Cell phone user to make calls to the satellite phone shall be provided to the Department in writing upon request. 4.3.2. The Contractor shall ensure 100% coverage throughout the State of Arizona and continental United States. 4.3.3. The Contractor shall have the capacity to add international calling to any service plan upon the request by the Department. 4.3.4. The Contractor shall ensure system shall not be susceptible to fades due to rainfall or other ionospheric and tropospheric conditions. 4.3.5. The Contractor shall ensure the system is capable of penetrating light buildings, but is not required to penetrate commercial grade buildings for telephone communications.
