The City of Elizabeth is requesting proposals from qualified individuals and firms to provide Financial Advisory Services. The City of Elizabeth receives grants from both the Federal and State governments to provide services to the residents of this City. The Proposer(s) will be required to perform, but not be limited to, the following services: Review and evaluate City annual and long-range financing plans, tactical and strategic policies and plans, making recommendations and adjustments when appropriate. Advise and assist the City in developing annual and long-range financial plans, capital projects, documentation, contracts, and reports related to the City’s objectives and goals. Develop and/or review and evaluate cash flows, financial models, financial schedules and reports, present value studies, and financial analysis necessary for the City to develop and implement its financing plans. Advise on major Grants regulations. Develop and/or review and evaluate innovative financing, refinancing, and investment issues including professional reports and feasibility studies that benefit the City. Advise and assist the City in presentations to credit rating agencies and bond insurers for the purpose of applying for credit ratings and credit rating enhancements. Advise and assist the City in the preparation of official statements, the issuance of debt, verifying bids received at bond and note sales, and determine the lowest cost bidder in accordance with N.J.S.A. 40A:2-32, as applicable. Attend City Council meetings when required, but not limited, for the issuance of debt including financing and refinancing plans. Advise the City and/or prepare Local Finance Board applications and documents and attend applicable meetings. Advise the City and/or prepare New Jersey Environmental Infrastructure Trust applications and documents and attend applicable meetings. Advise the City on budgetary cost control measures and revenue enhancements. Provide basic advice regarding federal arbitrage regulations and compliance with Continuing Disclosure Rule 15c2-12 of the Securities and Exchange Commission.
