The Department of Commerce, Division of Energy Resources requests proposals for a consultant to evaluate and respond to Xcel Energy’s March 17, 2025, proposal for a peak-time rebate (PTR) program. Conceptually, a peak-time rebate program will provide customers with an opportunity to earn rebates for using less energy when it is most in-demand. On specific days when it is anticipated that a strong demand for energy (peak event day), Xcel will notify participants, who can then choose to temporarily reduce their energy for a specified period of time to earn a specified rebate amount in $/kWh saved. With support and technical assistance from the Department, contractors will be required to initiate the following tasks to achieve project deliverables: Task 1: Evaluate and Respond to Xcel Energy’s March 17, 2025, Proposal for a Peak-time Rebate (PTR) Program. Consultant shall: a) Consider how the PTR Proposal complies with Minnesota Rules and Statutes, impacts Minnesota State Greenhouse and Carbon Free Goals, and furthers the Commission’s Advanced Rate Design efforts in Docket No. E002/GR-320. b) Compare the PTR proposal against alternative demand response and load flex programs, and c) Evaluate avenues for cost recovery of the PTR program, including possible incorporation into the current rate case proceeding before a final Order is issued.
