The scope of work under this RFP includes the assessment of the current public and private water systems. This will include assessing water sources, water quality, general identification of systems capacities and reliability, and general identification of distribution systems and areas of service. The assessment of current and future water needsthroughout the County shall be included with a particular emphasis on residential, agricultural, economic and industrial development. Ultimately, this will result in the development of a plan that identifies and presents the feasibility and costs associated with potential individual projects designed toward the expansion or enhancement of water supply systems throughout the County to meet the needs effectively and sustainably. The document will also examining the most effective structure to potentially consolidate or join systems and/or the overall management of systems. In summary, the scope of work to be conducted in the development of the Comprehensive Public Water Assessment and Feasibility Study is as follows: Water Supply Assessment: Evaluate and document current water supply sources, including surface water, groundwater, and intermunicipal agreements. Identify limitations and opportunities for expansion or improvement. Infrastructure Review: Assess and document the condition, capacity, and efficiency of existing water infrastructure, including treatment plants, storage facilities, and distribution networks. Needs Analysis: Conduct a demand analysis to project future water needs based on population growth, industrial development, and agricultural demand. Alternative Solutions: Identify and evaluate potential management structures, and water supply options, including new sources, system interconnections, or conservation strategies. Environmental Impact: Analyze the environmental implications of proposed solutions, including compliance with state and federal regulations. Cost Analysis: Provide detailed cost estimates for recommended solutions, including capital and operational costs. Funding Strategies and Rate Impact Analysis: Examine current funding and rates of existing systems and develop strategiesfor funding future capital and operational with impacts on rates for the various categories of users. Implementation Plan: Develop a phased implementation plan with timelines, funding strategies, and key milestones. Identify regulatory pathways and stakeholder engagement strategies.
