The University is seeking a team that will form a creative partnership with the campus to provide on-call environmental planning services related to individual projects and plans undertaken at the UC and any and all UC Davis properties while meeting stringent budget and schedule goals. This blanket professional services agreement will be executed, and individual projects will be identified by specific scopes either as stand-alone projects, or as part of a larger campus planning initiative. Each individual project’s scope, deadlines, and work time commitment will be negotiated in advance. Relevant qualifications shall include extensive and proven experience in the following areas: Proven experience with CEQA, NEPA, and environmental regulatory permitting. Demonstrated ability to perform surveys and/or modeling in various environmental resources areas. Experience with developing and implementing Mitigation, Monitoring, and Reporting Programs. The majority of the work will be authorized by Design and Construction Management, Campus and Environmental Planning, Facilities and Real Estate Services on an as-needed basis. Work may include, but not limited to, the following: Conduct site surveys to document and map existing conditions; Provide strategic CEQA/NEPA strategy advice on specific development projects or larger planning visions; Prepare environmental analyses and documentation consistent with the CEQA, NEPA, State and University of California guidelines, including documents such as Initial Studies/Negative Declarations, Addenda, Environmental Impact Reports (EIRs), CEQA notices and findings, and documents tiering from previous documents; Provide strategic regulatory permitting advice on specific development projects or larger planning visions; Coordinate with resource agencies to obtain necessary permits, and other related services; Environmental Permitting – examples of permit Streambed Alteration, Army Corp, etc; Assist in developing feasible mitigation measures, providing guidance on implementing mitigation measures, and monitoring compliance of mitigation measures during construction and operation of a project; Map production, spatial analysis, datasets management and data collection. Familiarity with ESRI data management products; Project planning pertaining to environmental aspects of a project or plan, including but not necessarily limited to topics such as historical resources evaluations, archaeological resource evaluations, biological resources evaluations and surveys, air quality/health risk analyses, noise, transportation, and greenhouse gas emissions analysis; Participate in public and agency outreach, and involvement related to the campus’ environmental planning and review processes; and Demonstrate commitment to diversity, equity and inclusion in both internal corporate practices, as well as in a commitment to workforce equity in the selection of sub-contractors and procurement.
