The City OPED is soliciting proposals for the delivery of a Home Repair Assistance Program (HRAP) for City of Auburn residents whom are of low to moderate income. The roles and responsibilities of participants in the CDBG HRAP process are as follows: 1. The Homeowner It is the responsibility of the homeowner to become familiar with the City of Auburn’s policy and procedures for the Home Repair Assistance Program, and to facilitate the process by providing all necessary information and documentation, where applicable, when requested. 2. The City of Auburn Office of Planning and Economic Development (OPED) and Office of Corporation Counsel The role of the City of Auburn is to provide the CDBG funds for the program to eligible clients by: • Assisting with marketing the availability of the program • Provide a tax search on the property to be rehabilitated • Provide oversight and monitor the agency assisting in the implementation of HRAP • Corporation Counsel will check the clearance of the Title and review the prepared mortgage • Processing reimbursement requests 3. The Consultant The role of the Consultant is to help implement the HRAP in cooperation with the City of Auburn by assisting with the following: • Marketing the availability of the program • Direct homeowner to application • Determining and verifying the eligibility of prospective clients • Maintain and periodically update a list of eligible contractors • Inspection of the property • Lead Safe Housing Screening for Exemption or Limited Exemption • Taking pictures of the property • Preparing specifications o Ensure that lead based paint requirements are included in the work scope by either a risk assessment and testing of surfaces to be disturbed or presuming that lead based paint hazards are present. o Provide notice of lead hazard evaluation to residents within 15 days o Follow all applicable rules at 24 CFR Part 35 • Collecting quotes • Project closing including preparation of contracts and mortgage • Construction inspections o During o Final o Clearance Report Notice of lead hazard reduction work performed provided to resident within 15 days • Reimbursement • Reporting • Comply with the Professional Services/Consultants insurance requirements in Appendix A
