The Minnesota Department of Employment and Economic Development (DEED) in partnership with Minnesota Management and Budget (MMB), oversees the daily production of vendor, refund, and internal payment warrants issued from a variety of other state agencies. Approximately 1.25 million of these warrants are issued statewide annually. Unemployment Insurance (UI) provides temporary partial wage replacement to workers who lose their jobs through no fault of their own. The benefits are funded by federal and state taxes paid by employers. When an applicant cannot or will not accept an electronic payment a paper check is produced by DEED. Approximately 25,000-75,000 of these checks are issued statewide annually. When UI issues a payment to an employer and they cannot or will not accept an electronic payment a paper check is produced by DEED. Approximately 7,000 of these checks are issued statewide annually. The resulting Contract from this Request for Proposal is for the printing of checks and warrants stock for the Minnesota Department of Employment and Economic Development (DEED) on an as needed basis. Quantities may vary. The goal of this Request for Proposal (RFP) is to solicit proposals from Responders who have considerable proven experience with secure documents, including checks and warrants, and to print and process checks and warrants in an efficient and timely fashion.
