1. Organizational Expectations • Marine Facilities including but not limited to marinas, boatyards, yacht clubs; municipal, state, or tribal public docking facilities; and pumpout vessel programs. • The location of the MSDFs will be at waterfront marine facilities and within designated pumpout vessel program geographic areas. 2. Service Expectations • Core Components of Service: Eligible activities include the construction, installation, upgrade and/or annual operation and maintenance of portable, stationary or mobile (pumpout vessels) MSDFs. Applicants shall be responsible for conducting pumpouts of eligible recreational vessels. • Major Deliverables: Deliverables include a completed pumpout log, maintenance log and final financial report documenting all eligible expenses associated with the project by the deadlines identified in the State contract. • Legal Requirements around Compliance with State/Federal Regulations: All activities proposed must be eligible under the Federal Clean Vessel Act Program Rules. • Hours of Operation: As defined by each applicant, but at a minimum, hours must include general operating hours of the facility between Memorial Day – Labor Day of each boating season. • Target User Population: Recreational Boaters 3. Data and Technology Expectations • Data collected shall include a completed quarterly and/or annual pumpout log, an annual maintenance log, and final financial reporting using the electronic billing form provided in the State contract.
