The vendor shall establish a clear and structured communication plan to facilitate coordination between the City of Pasadena, homeowners, and contractors. A. Project Management & Communication • Designation of a Dedicated Project Manager – The vendor must assign a project manager for the duration of the contract. • Regular Status Meetings – The project manager shall schedule regular meetings with City staff. • Project Reporting – The vendor shall provide a summary project status update to homeowners. • Project Scheduling – The project manager must maintain and update the project schedule to reflect the latest projections. o The schedule should follow a Work-Breakdown Structure (WBS) to capture project milestones and past schedule variations. • Timely Coordination – Ensure continuous collaboration with the City’s Housing Department team and other relevant City agencies. 2. Project Management & Pre-Construction Services The vendor shall assist homeowners in planning, budgeting, designing, and permitting their ADU projects. A. Homeowner Support & Feasibility Assessment • Educate and guide homeowners through the ADU development process, including: o Budgeting. o Design and feasibility assessment. o Understanding program obligations (e.g., responsiveness, program parameters). • Conduct preliminary property inspections to determine feasibility and scope of work. • Prepare detailed work write-ups and cost estimates for City approval. B.
