The Rivers and Mountains Conservancy (RMC) is a State agency seeking a retainer agreement from an experienced IT consultant(s) and/or firm to provide the required services and performance conditions as described in Section II. Scope of Work. The most qualified consultant/firm will have the knowledge, expertise, preferably with the systems, software, and hardware we currently use, and the ability to provide the required services for our agency with diverse IT needs. The successful consultant/firm may be awarded multi-year agreements on a fixed rate basis, and task orders to the Retainer Agreement Contract for specific projects will be prepared on an as needed basis. The scope of services and total fee for individual task orders will be negotiated utilizing the rates specified in the Retainer Agreement. The estimated contract amount is budgeted for no more than $250,000 for a two (2)-year term with two (2), one (1)-year option performance periods. While this is the maximum amount, we will be evaluating bids on their value and relative costs, and we strongly encourage interested bidders to propose a set of services which are below this limit. The RMC does not guarantee that any work will be made under the agreement during the contract period to the selected entity. The most highly qualified consultant/firm is expected be selected and the contract awarded in May 2025 with a start date no earlier than July 1, 2025. The contract value, including the standard Scope of Work plus any additional services, is capped at $250,000 for the entire contract term, including any option years and/or amendments. The RMC’s mission is to preserve open space and habitat in order to provide for low-impact recreation and educational uses, wildlife habitat restoration and protection, and watershed improvements. The consultant/firm will work under the direction of the Executive Officer and managers of the RMC, and with the respective representatives from the RMC joint powers authorities, including the Watershed Conservation Authority, the Los Cerritos Wetlands Authority, and the California Department of Information Technology (as necessary). The executed Agreement(s) may be formally amended to accommodate schedule conflicts, or any unexpected costs associated with the services, by mutual consent of the RMC and the Contractor. A variation of the terms (i.e., change in project representative, change in budget) requires mutual consent from the RMC and Contractor. Expenses such as mileage and printing may be eligible for reimbursement so long as detailed supporting documentation are submitted with invoices. No verbal understanding, agreement, or amendment not incorporated into the Agreement is binding on either party...
