This RFP requests proposals for three types of community-based residential and shelter programs to support youth in crisis and/or transition. The requirements and specifications for each type of program will be identified separately in the description of service delivery below, where applicable, and can be defined as follows: 1. Emergency Shelter Home (ESH) for at-risk youth ages 8 to less than 18 for up to 30 days. 2. Transitional Intermediate Shelter (TIS) for at-risk youth ages 12 to less than 18 for up to 180 days/six (6) months with a needs assessment for additional service referrals. 3. Transitional Interdependent Living Program (TILP) for at-risk youth and young adults1 ages 17 to less than 24 with assessment for additional service referrals. Institutional care for the majority of our troubled, abused, and neglected youth is not appropriate. Less restrictive programs solicited by this RFP are often more cost-effective and better-suited for promoting positive, empowering development of the at-risk and troubled youth. Community-based residential services programs provide a safe and nurturing environment that allows youth and young adults in transition to experience the many challenges they will face when returning to and/or living in a real-life environment.
