A. As-Needed Repairs and Maintenance 1. Upon receipt of the CA or POC Work Order (WO) request for repairs, the CONTRACTOR shall furnish labor, materials, tools, and equipment necessary to repair and bring back the malfunctioning or broken PV system to full operation. The CONTRACTOR is responsible for the troubleshooting and repair of the PV system. The PV system includes, but is not limited to, solar PV panels (including wring, support frame and junction boxes), battery, inverter, charge controller, gateway, I/O boards, cabling, and cabinets, software, and timer for nighttime charging. All AC components from the AC quick disconnect to fan coil unit (FCU), air cooled condensing unit (ACCU), and outside air (OA) fan are excluded from the scope. However, as-needed troubleshooting and repairs on AC units powered by the PV system will be subcontracted if authorized by the CA. Repair work is not limited to bringing the PV system to full operation or original condition. If HIDOE determines that it is necessary to make changes to the equipment or setting to maintain the performance of AC units, the CONTRACTOR shall reconfigure the system. Changes or modifications may include, but are not limited to, adjusting the nighttime charge timing, charge/discharge from the grid, converting to grid power only system, relocating PV panels, installing additional PV panels and any other remedial work authorized by the CA. The PV systems covered under this contract includes all of the HIDOE-owned renewable energy systems of the following categories: • Canopy and rooftop PV system • Micro-grid PV and Battery Energy Storage system • Heat abatement rooftop PV/battery system (AC units powered by PV/battery) • EV chargers • Solar-powered exterior lights The current list of equipment is shown in Exhibit B. Newly installed equipment will be added to the list as the installer’s one-year warranty expires. The CA or their designee shall provide the amended list of equipment to the CONTRACTOR’s point of contact as specified in the contract and acknowledgement of receipt is required within three (3) business days. Upon receipt, the amended list of equipment shall govern the sites subject to this agreement. The CONTRACTOR may not reject any additional locations contained in the updated list of equipment. The CONTRACTOR’s point of contract shall be the individual designated in the Offeror’s Transmittal Letter or otherwise specified as required in Section 4.2.1 of the RFP.
