The selected Contractor will provide: 1. Project Management & Administration a) Project Work Plan & Timeline4 – Provide and manage a detailed schedule outlining key milestones, tasks, and deadlines. b) Monthly Progress Reports – Submit a summary of activities, challenges encountered and planned next steps. c) Budget Tracking & Invoices5 – Maintain and submit financial reports along with invoices and supporting documentation in compliance with CDBG guidelines. d) Stakeholder Coordination – Document meetings, communications, and engagement efforts with county staff, partners, and community members. 2. Community Engagement & Outreach a) Community Outreach Plan – Develop and execute a strategy to engage relevant residents, businesses, and stakeholders. b) Public Meetings & Workshops – Plan and conduct required community meetings and events. c) Marketing & Communication Materials – Design and distribute flyers, social media posts, and website updates. d) Stakeholder Feedback Reports – Compile summaries of community input and engagement outcomes. 3. Compliance & Regulatory Requirements a) Reporting Requirements by National Objectives6 – HCD requires specific data to be collected from all program participants to measure the effectiveness of the services delivered and to ensure that funded activities align with one of the required national objectives. This required data must be collected and reported to the County at least once every quarter. (1) For example, organizations using the “benefiting low- and moderate-income (LMI) persons” national objective must collect a beneficiary application form, proof of residence, identification, household income verifications and document demographic information for each applicant.7 b) Environmental Review Compliance8 – Submit documentation of required environmental assessments. (1) For example, construction projects must demonstrate readiness at time of application which includes bid-ready plans and specs, completed NEPA environmental review record for project, independent cost estimate, list of required permits including anticipated date of obtaining the permit and any prerequisites needed to obtain the permit, written commitments for any and all third-party funding that is needed to complete the project, etc
