The Niagara Frontier Transportation Authority (NFTA) is a multi-modal transit authority that operates airports along with providing public transportation for two counties (Erie and Niagara) in Western New York. Services include fixed bus route service along with paratransit services and light rail. The NFTA operates two police stations, an airport rescue fire fighting department, two airports with all the support systems and buildings, three bus garages and a 6.3-mile light rail rapid transit system. In addition, there are multiple office locations for the NFTA support departments and a property management group that manages several commercial rental properties. The NFTA requests proposals from qualified vendors for the provisioning of a public-safety-grade Association of Public-Safety Communications Officials (APCO) International Project 25 (P25) 800- megahertz (MHz) radio communications system to support mission-critical public safety communications within the NFTA service area. The proposed communications system shall provide enhanced, two-way wireless communications capabilities to all NFTA users. Proposals are requested for a new P25 Phase 2 trunked simulcast system to replace NFTA’s existing legacy radio system. The new system design shall enhance the level of coverage/signal strength so that a portable radio will work reliably outdoors. The new system will also include a microwave backhaul system between tower locations and multiple bidirectional antenna (BDA) systems for large indoor facilities such as the light rail tunnel and airport passenger terminal.
