II. SCOPE OF WORK The City is expected to enter into a multi-year contract that may include any of the following scope of services. This scope is included as a guide for the submitter. It is designed to identify the service level expected from the successful firm and as such should be modified and augmented based upon the experience of the firm as necessary to provide services prior to finalizing a contract. 1. Building Plan Review Services a. Manage, coordinate, and oversee the building plan review processes in conjunction with the City’s inspectors. b. Perform architectural, structural, plumbing, mechanical and electrical plan review for buildings and structures for compliance with applicable Federal and State laws, building and safety codes, City ordinances, and acceptable engineering practices. c. Oversees final inspections for commercial and residential construction at completion for issuance of a certificate of occupancy. d. Confirm building use, occupancy, and type of construction and review construction of buildings and structures to determine satisfaction of safety requirements. e. Check for compliance with all applicable codes adopted by the City. f. Review and approve building/structural revisions to plans required during construction. g. Calculate plan review fees. h. Ensures the City adopts the most recent nationally recognized codes (i.e. IBC, IRC, Plumbing, Mechanical, Electrical, Energy). i. Coordinate building permit requirements and needed plan reviews and interface with the City Departments and other agencies, including but not limited to the Public Works Department, the City of Del Rio Fire Department, various Engineering Firms contracted by the City and the Neighborhood Services Division. j. Provide expedited plan review when requested by the City. 2. Building Inspection Services a. Provide building inspection services by fully trained/certified inspectors for all construction regulated by all applicable Federal, State and City building and safety codes/ordinances. b. Inspect buildings and structures, for which building permits have been issued, for compliance with the approved plans and applicable codes and ordinances. c. Inspect for compliance with conditions of approval set forth by the Planning and Zoning Committee and/or City Council. d. Coordinate with various City and County agencies and departments, including but not limited to City of Del Rio Fire Department, various Engineering Firms contracted by the City and the Neighborhood Services Division along with other governmental agencies providing services, and/or e. having jurisdiction over any aspect of a development project in order to obtain compliance with the above building and safety codes and regulations. f. Enforce conditions of approval associated with discretionary permits regarding building safety regulations, as adopted by the City. g. During inspections, issue stop/correct work notices, or notices of violation when violations of the above referenced codes and regulations occur. h. Provide all vehicles, fuel, maintenance and other equipment necessary for field personnel to carry out building permit inspections and duties.
