Notice is hereby given that the Placer County Water Agency (hereinafter referred to as “PCWA” or “Agency”) has determined that all General Contractors and Electrical Subcontractors bidding on the Ophir Water Treatment Plant Project (“Project”) must be pre-qualified prior to submitting a Bid on the Project. It is mandatory that all General Contractors who intend to submit a Bid for this project (“Prospective Bidders”), fully complete the Statements of Pre-Qualifications package for General Contractors (“G-SOPQ” or “SOPQ"), provide all materials requested herein, and be pre-qualified by the Agency to be on the final qualified Bidder’s list. The final list of pre-qualified General Contractors and Electrical Subcontractors will be stated in the project Bid Documents. In addition to this G-SOPQ, Electrical Subcontractors must also be pre-qualified under a separate, but concurrent, Electrical Statements of Pre-Qualifications (E-SOPQ). Should a General Contractor plan to self-perform the electrical work, they will need to complete and submit the respective Subcontractor Statement of Pre-Qualifications to demonstrate the General Contractor’s experience and qualifications to self-perform the electrical work, with the understanding that all references to Electrical Subcontractor in the Statement of Pre-Qualifications from Interested Electrical Subcontractors shall mean General Contractor if that work is self-performed. Should a General Contractor be pre-qualified by the Agency as a General Contractor and not an Electrical Subcontractor, that General Contractor will not be allowed to self-perform the electrical work. Instead, the General Contractor must use one of the Electrical Subcontractors that have been pre-qualified by the Agency for the electrical work. Likewise, should a proposing General Contractor be instead pre-qualified as an Electrical Subcontractor, and not as a General Contractor, that proposing General Contractor will not be allowed to submit a bid to the Agency as a General Contractor. However, that same proposing General Contractor can submit a quote for the electrical work to any or all of the General Contractors that are approved by the Agency. The Agency also anticipates issuing a Request for Statements of Pre-Qualification for pre-Qualification Instrumentation and Controls (I&C) System Suppliers under a separate Statement of Pre-Qualifications (I&C-SOPQ). If the General Contractor plans to also be the I&C System Supplier, they will also need to complete and submit the respective Subcontractor Statement of Pre-Qualifications (I&C-SOPQ), similar to if planning to prequalify for both General Contractor and Electrical Subcontractor.
