Scope of Work The primary objective of this project is to design and deliver a comprehensive one-day training course that prepares water operators to qualify for the Legacy Distribution certification. The course should focus on providing participants with the knowledge and skills necessary to effectively manage and maintain water distribution systems. 1. Training Course Development a. Develop a curriculum for a one-day training program that aligns with the requirements outlined by the State for Legacy Distribution certification. b. Ensure the training content covers the necessary operational, regulatory, and technical aspects of water distribution systems. c. The course must address all relevant topics, including, but not limited to: a. Distribution system operations b. Maintenance and repair of water distribution infrastructure c. Regulatory requirements specific to Vermont’s public water systems d. Safety procedures and protocols e. System troubleshooting and problem-solving d. The training should use a mix of instructional methods, including presentations, hands-on demonstrations (if applicable), case studies, and group discussions to enhance learning. 2. Course Delivery a. Deliver the one-day training course at multiple locations across Vermont. Locations may include regional offices, public meeting spaces, or other venues suitable for hosting the training. b. The training should be scheduled in consultation with the State to ensure it aligns with operator availability and other logistical considerations. c. Each training session should accommodate up to 20 participants per session. d. Training providers will be responsible for all logistics, including securing venues, organizing materials, and ensuring all participants receive the necessary course materials and documentation. 3. Trainers a. Trainers should be subject matter experts with relevant experience in water distribution systems, regulatory compliance, and adult education. b. The training team must be familiar with the Vermont Water Supply Rule and the specific requirements for obtaining the Legacy Distribution certification. c. The trainers should be able to engage participants through clear communication, practical examples, and an interactive training approach. 4. Materials and Documentation: a. Provide training materials, including but not limited to: a. A comprehensive participant handbook or guide b. PowerPoint slides or other visual aids c. Case studies or exercises d. A certificate of completion (for operators who attend and successfully complete the course) b) Ensure that all materials are up-to-date and align with State’s water distribution system regulations and standards. 5. Course Evaluation a. Develop and administer a post-training evaluation for all participants to gather feedback on the course content, delivery, and overall effectiveness. b. Evaluate whether the training effectively meets the goal of preparing operators for the Legacy Distribution certification. c. Provide a summary of feedback and recommendations for improving future sessions.
