The contractor shall provide Healthy Families America (HFA)® or Parents as Teachers (PAT)® Home Visiting Program Services to qualifying families in Andrew and Buchanan Counties for the Missouri Department of Elementary and Secondary Education (hereinafter referred to as the state agency) in accordance with the provisions and requirements stated herein and to the sole satisfaction of the state agency. The contractor must be HFA® or PAT® affiliated and must be prepared to begin implementation upon award. The contractor shall ensure services are provided in a manner that is sensitive to cultural, ethnic, religious, and diversity issues, including appropriateness of presentations provided by personnel, materials, and approach to training and technical assistance.
