SECTION IV – PROJECT DESCRIPTION . The goal of Town of Gila Bend management is to provide efficient and effective management, competitive and fair wages for all positions, and ensure that staff is adequate for today’s demands as well as structured for expected growth in the coming years. The purpose of this RFP is to obtain the services of an Independent Contractor to provide comprehensive Human Resources Consulting services as described in the attached “Scope of Work,” including but not limited to: • Human Resources Consulting, including evaluation of peers and local market • • Compensation Administration Plan to be used for future pay plans and cost estimates The term of the resulting contract will be for no more than twelve (12) months. SECTION V – SCOPE OF SERVICES Town of Gila Bend wants to keep wages and positions competitive in the community to ensure that we attract high quality candidates to achieve our mission and goals. In addition to evaluating compensation by position, as time and funding allow, evaluate performance tables and present options of other pay for performance programs, i.e. grades and percentage increases. Statement of Work • Human Resources Consulting – Evaluate existing positions and pay ranges to determine if they are above or below market. Market evaluation should include peer systems and communities with consideration for cost of living and job market. Identify alternative pay ranges and present impact statement for recommended adjustments. • HR needs assessment, improving recruitment, employee engagement, employee coaching, employee benefits, team building, and team performance. • On-call HR support for urgent, time-sensitive personnel matters.
