a. Knoxville's Community Development Corporation (“KCDC”) is the public housing authority for the City of Knoxville and for Knox County in Tennessee. KCDC’s affordable housing portfolio includes more than 26 properties with approximately 3,600 dwelling units. In addition to operating its public housing apartments, KCDC oversees approximately 4,097 Section 8 Vouchers and 76 Moderate Rehabilitation units. Additionally, KCDC serves as the redevelopment agency for the City of Knoxville, managing redevelopment areas, TIFs, and PILOTs. b. Definition/Clarification: KCDC uses “suppliers” as inclusive of various words describing interested parties often called “bidders,” “contractors,” “firms,” “proposers” and “vendors.” c. KCDC’s intent is to have one or more suppliers under contract to provide affordable, modular, manufactured, crossover modern homes for an immediate project in the Knoxville area. d. KCDC reserves the right to purchase additional items under the same terms and conditions as detailed herein through the next five years. When KCDC needs modular, manufactured and crossover modern housing for future projects, staff will contact the awarded supplier(s) for specific proposals negotiated from their initial response to this proposal. Award will be made based on cost, response time, appropriateness to the need and other relevant factors for each future need. e. KCDC wants suppliers to propose their existing models of modular, manufactured and crossover modern housing in one, two-, three-, four- and five-bedroom models so that KCDC has choices for its current needs and future needs. When needs arise KCDC and the supplier will have established pricing for the models (note: this solicitation includes a price escalation provision for each year) and can quickly contract with the supplier for the units needed.
