A. CLIN A001 - Legal Counsel to NRHA Board of Commissioners (BOC): In this capacity the firm selected will be expected to provide general legal advice to the Board of Commissioners working in concert with the agency’s Executive Director and General Counsel. It will be expected that a legal representative be present at every meeting of the BOC, at Board Committee meetings if requested by the Executive Director or the Committee Chair, and at any meetings of the staff as requested by the Executive Director. The NRHA Board currently meets at 9:00 A.M. on second Thursday of each month. B. CLIN B001 - Bond and Financial Counsel: NRHA utilizes a variety of financial mechanisms in order to carry out programs and activities under powers granted the agency under state, federal, and local law. Such mechanisms would include tax increment financing, commercial and residential construction and permanent loans, lease-sublease agreements, and revenue bonds. Counsel retained in this role would be expected to assist in developing innovative financial strategies, to serve as legal advisor for current and proposed financings, and to serve as bond counsel to NRHA if the need were to arise.
