2.1. Program Specification The City of Hayward is issuing this Request for Quote (RFQ) to establish a contract with one or more bicycle manufacturers for the bulk purchase of bicycles. The selected manufacturer(s) will supply bicycles suitable for urban riding to support a citywide bike distribution program. This part of the program will primarily serve middle and high school students and college students. The contract term will extend from March 2025 through October 2026 to align with the grant and program’s implementation timeline. The City will begin with a pilot distribution of 100-200 bicycles to evaluate program operations, with total distribution of approximately 2,000 bicycles expected. The City anticipates distributing about bicycles at about 10 events held every 2 to 3 months with 200 to 300 bicycles distributed at each event. Because the bicycles will be purchased over time, the City is willing to substitute equivalent models for the models quoted, but any substitution of models would require approval by the City The City seeks to purchase bicycles and safety equipment that meet the following specification: Bicycles. The City seeks pricing and availability for three bicycle models that meet the following criteria: • Designed for commuting, but could be capable of entry-level mountain biking • Durable and suited for a wide range of users • Gear appropriately for varied terrain • Multiple frame sizes for youth to adult participants • Equipped with standard components that balance affordability and reliability • Non-electric bikes, e-bikes are not part of this procurement Accessories and Safety Equipment. Each bicycle distributed through this program shall include: • A properly fitted helmet that meets safety standards • A durable U-lock or comparable security lock • A front and rear light set
