This will be a multi-year, open-ended contract for ongoing consultancy services. MSCAA has regulatory requirements and civic responsibilities to be prepared for a variety of airport emergency situations. Components of preparedness include, but are not limited to staffing, training, facilities and equipment, and technological tools. Changes in infrastructure, staffing, and the organization indicate a need for a comprehensive evaluation to ensure MSCAA is properly equipped and prepared for emergency incidents. The consultant will evaluate the current emergency management preparedness of MSCAA for MEM and/or its general aviation airports, as appropriate. Representative services include, but are not limited to, identification of shortfalls and opportunities, recommendations for improvement, and determinations of desired levels of emergency preparedness. Possible task assignments: • Conduct a comprehensive assessment of MSCAA’s current emergency response capabilities, identify areas for improvement, and develop a plan to achieve the improvement. • Assess MSCAA’s knowledge and utilization of the National Incident Management System (NIMS) and develop training programs to improve NIMS utilization • Prepare a Continuity of Operations Plan (COOP) and review/develop contingency plans • Review Emergency Communications plans, procedures, and equipment and recommend improvements • Review and suggest changes to existing written plans • Review, modify, and/or create training programs • Review, modify, and/or create emergency exercise/drill programs that exceed the requirements of the FAA • Facilitate training and emergency/drill exercises • Recommend any staffing changes, if deemed appropriate • Recommend short- and long-term emergency supply and capital purchases • Assist with or perform the planning and execution of required and supplemental emergency exercises
