(a) Intake: • Traffic control at the Long Powers Road entrance. (Currently, vehicles can back up past the Long Powers and Big Springs Road entrance, indicating the necessity of a queuing plan); • Evaluate need for new sorting facility. (b) Site Layout: • Limited Space: The site is constrained by lack of surrounding land for any future expansion; • Location Planning: Following successful permitting of the new cell, the next major cell will be located where the service shop, scale house, and garbage roll-off are located, requiring them to be moved closer to the entrance at Long Powers Road and Big Springs Road – thus reducing entry queuing space; • Fleet vehicle car wash location; • Water Features: Opening of new cells will cause relocation of the wet and dry ponds, and this action may be affected by location of existing stream/drainage ditch; • Leachate Pump Station and Wells: The existing leachate pump station and monitoring wells are currently in a valley near the stream/drainage ditch. Eventually, this area will be part of a cell, and these sites will be buried several hundred feet deep, forcing their relocation in an area yet to be determined. • Neighboring Locations: Establish firm separation from the adjacent Blount County Sheriff’s Office training facility, including closing access from the shared gravel road. (c) Cell Planning: • Evaluate remaining overall landfill capacity and lifespan based on current information; • Cover Soil: o Determination of remaining cover soil at site; o Evaluation of purchasing cover soil: Fuel cost; Equipment cost; Staffing for transporting soil from offsite; Availability. (d) Waste Control: • Burner: Devise a burner sorting and usage plan use to keep smaller green waste out of cells; • Route green waste to mulch recycling centers; • Training plan for sanitation workers for sorting at pick-up, to avoid mixing materials on trucks (loading and transporting brush with C&D materials, etc.). (e) Equipment: • Establish maintenance and replacement plan; • New Equipment: o Large shredders for C&D materials and general garbage (mattresses and tires); o Picking crane; o New/additional scales, including new commercial scale. o Shredding operations with staffing requirements Establish maintenance and replacement plan (f) Other: • Rate study; • Staffing adequacy and scheduling; • Operation Hours. (Current Saturday hours attract waste from Knoxville contractors, as Knoxville landfills are closed); • Evaluation of resumption of methane collection; • Leachate Collection: Determine viability of having City of Alcoa employees carry out sampling; • Alternate Land Use: A capped cell is currently used as a landing field for the Blount County Model Aviators to fly remote-controlled model aircraft. Determination should me made if this will continue to be feasible, or conversely whether other completed cells might be used as community recreation areas.
