1. Provide technical analysis, synthesizing information, and provide project management services to include: a. Plan work within the given timelines and expectations. b. Develop a data strategy for measurements and assessment of Key Performance Indicators (KPIs) and gather all produced documentation (data, analyses, multi-media materials, master copies (hard and digital), final products, and all other relevant documentation to provide to the SPOKANE COLLEGES CHIEF STRATEGY OFFICER for the project file; 2. Facilitate stakeholder meetings and discussions focused on identifying and collecting opinions, experiences and observations about SPOKANE COLLEGES’ strengths, weaknesses, opportunities and threats (SWOT), may include: a. Assist SPOKANE COLLEGES identify relevant stakeholder groups, b. Assist SPOKANE COLLEGES with stakeholder meetings/surveys/discussions/data gathering logistics to include scheduling, announcements, securing facilities and equipment, c. Recommend to the CHIEF STRATEGY OFFICER alternate data gathering techniques where determined more appropriate/efficient, d. Facilitate approved stakeholder meetings, discussions or alternate data gathering techniques, e. Assist SPOKANE COLLEGES implement approved alternate data gathering techniques, and f. Gather, record, document and present data and information obtained from meetings/discussions/alternate methods. 3. Facilitate the review, discussion and analysis of information/data by the SPOKANE COLLEGES planning team (comprised of representative staff, faculty, leadership and students) including environmental scans, PEST assessments, competitive analysis and stakeholder input. 4. Facilitate the SPOKANE COLLEGES planning team in determining SPOKANE COLLEGES’ (SWOT), to include: a. Facilitate discussion to a consensus determination of SWOT, and b. Document discussions and decisions. 5. Facilitate the SPOKANE COLLEGES planning team in identifying and prioritizing the strategic issues facing SPOKANE COLLEGES in the five-year planning timeframe of 2025 to 2030, to include: a. Based upon SWOT, facilitate discussion, debate and consensus determination and prioritization of strategic issues, and b. Document discussions and decisions. Please note that our strategic plan time frame is five years, however the length of vendor support will be less than five years. See 1.4 Period of Performance.
