Applicants shall propose an established work plan and budget to conduct legal advocacy and representation of Covered Proceedings related to the RTC Program and other tenant rights for individuals that are threatened or eligible for eviction. The Applicant may be expected to coordinate legal representation efforts with other City departments and/or or contracted City partners. The overall program design should take into consideration and address the following objectives and components in the bid : Legal Representation and Eligible Services- Legal services include full legal advocacy, representation and litigation. Increased proactive efforts and services for the following individuals: • Senior citizens • Non-English speaking or English is not their first language • Individuals residing in multi-property units • Individuals residing in subsidized housing • Recently Unhoused due to (illegal) evictions • Individuals that are least likely to have access to online services • Individuals with recognized disabilities and impairments • Vulnerable and disadvantaged; Applicants will also be required to receive potential client referrals from multiple sources, including: • Referrals or Assignments from 36 th District; and • Referrals from any non-profit and community organizations engaged in similar activities that support persons seeking legal counsel in the enforcement of housing occupancy rights
