The Program Manager/Owner Advisor (PMOA) project shall provide services to the County including developing a delivery strategy, project bundling, contracting strategy, and general program oversite for certain Program elements. In addition to conventional methodologies, such as design bid build (DBB), collaborative delivery approaches may be employed including progressive design build (PDB) and general contractor construction manager (GC/CM). The full range of services to be delivered includes program management, cost controls, scheduling, regulatory strategy, strategic communication, equity and social justice programming, procurement services, construction management, as-needed program services, and other technical and professional advisory services.
