This Competitive Solicitation is issued in order to assist the Washington State Department of Children, Youth & Families (DCYF) in seeking qualified Contractor(s) to provide comprehensive racial equity-based services. The contractor(s) will be expected to provide in-person and virtual training grounded in an explicit equity framework for Early Learning Coordination Plan Network members and DCYF staff. The trainings are intended to prepare trainees to lead and facilitate the co-design of policy and system solutions with communities affected by them, explicitly focusing on racial equity and social justice. In addition, the selected contractor will facilitate virtual spaces for leaders of color within the Network, at DCYF, and other identified partners to support capacity building and racial affinity groups, further advancing the goals of racial equity and social justice.
