A. The firm will provide debris monitors and debris monitoring services to assist the City with monitoring the operations of the Debris Removal Contractor(s) In accordance in accordance with federal, state and local rules and regulations. The City will provide a Debris Manager to work directly with the Debris Removal Contractor and the Firm. The City will provide Debris Management Site(s) (DMS) for disposal of debris in partnership with the Debris Removal Contractor(s). B. The Firm must appoint a qualified and experienced Project Manager for overall coordination and communication with the City. The Project Manager must remain on the job and available to the City at all times during the operational phases of the debris collection and disposal operation. The Firm must supply sufficient number of trained debris monitors and field supervisors to accommodate the volume of debris to be removed at loading sites, debris management sites (DMS) and/or final disposal sites. The Firm must remove and replace employees immediately upon notice from the City for conduct or actions not in keeping with the contract. C. Examples of project management responsibilities include: 1. Operational Coordination and Reporting: ▪ Coordinate daily briefings with key staff and contractors to review and update debris operations. Provide daily reports on debris collected, including relevant statistics and maps, to the City Debris Manager. ▪ Track and address field issues, complaints, and damage claims, maintaining a GIS database of complaints and resolutions. ▪ Prepare reports supporting debris removal and final disposal/recycling, including cost tracking and invoice reconciliation. 2. Scheduling and Logistics: ▪ Manage daily scheduling and logistics for field monitors and subcontractors, ensuring no disruption to debris removal. Monitor debris removal contractor performance for compliance. ▪ Conduct regular inspections to ensure proper oversight of crews and vehicles. 3. Field Operations: ▪ Ensure monitors accurately record debris collection locations and maintain security at DMS. Track vehicle usage and departures. ▪ Respond to field issues and coordinate problem resolution as needed. 4. Surveys and Special Needs: ▪ Conduct debris surveys and maintain a list of areas with special needs, such as hazardous debris or other issues. 5. Data Management and Support: ▪ Track field activities, personnel, and invoices for reimbursement. Assist the City with required documentation and provide call center support if requested.
