Part A: Project Management of Task Force Workplan The Consultant must: Oversee scope, schedule, budget and SDOT project management team support Guide overall approach and strategy Develop a structure for how the Task Force will function Facilitate a process for the Task Force to recommend funding and policy strategies to the Mayor and City Council Prepares internal meeting agendas, notes and summaries Generates draft materials for Task Force meetings including presentations, meeting notes, recommendations and reports to elected officials Supports SDOT Project Team in preparation for internal City-decision maker review in preparation for Task Force meeting Prepare and archives meeting materials External engagement and engagement activities including communications plan development and execution if needed to support the work of the Task Force Part B: Facilitating the Task Force Group Process The Consultant must: Be skilled at bringing people to the table, creating space for conversation, and developing consensus Lead Task Force meeting administration, including meeting logistics and communications with Task Force members Part C: Providing Technical Expertise on Funding Strategies and Policy Options The Consultant must: Access the following expertise to support Task Force materials and discussions: Public infrastructure finance Asset and performance management Contracting, procurement and delivery strategies within the context of Washington State regulations Funding scenario development Legal issues
