The purpose of this scope of work is to establish a contract agreement for analytical laboratory testing services of air, fish tissue, ground water, surface water, wastewater, drinking water, soil, hazardous and non-hazardous waste. These media may be analyzed for certain volatile organic chemicals (VOC), semi-volatile organics (SVOC), heavy metals, inorganic chemicals, organic chemicals, bacteriological analysis, and general water quality parameters. Additionally, analyses may also include fish tissue for polychlorinated bi phenyls (PCBs), pesticides, and total metals. The analytical services will be used to support storm water monitoring, illicit discharge investigations, enforcement investigations, hazardous and non-hazardous waste management, industrial waste monitoring, publicly owned treatment works (POTW) influent and effluent monitoring, enforcement investigations, compliance with the Safe Drinking Water Act, TCEQ’s Drinking Water Regulations, and other drinking water/water/wastewater testing for the City of Dallas. The environmental analytical laboratory testing service portion of the contract is divided into five (5) groups: Analytical testing for matrices other than air and fish bio-monitoring (wet testing), analytical testing of fish samples, analytical testing of asbestos samples, and general analytical testing. The City of Dallas is seeking companies whose combination of experience and personnel will provide professional services as required to fulfill all aspects of these specifications. This agreement will be utilized by various departments throughout the City of Dallas. The term for this service agreement will be a thirty-six (36) month Indefinite Delivery/Indefinite Quantity (ID/IQ). An ID/IQ agreement is established when quantities of services and/or delivery schedules cannot be determined. General Services under this agreement will be ordered on an as needed basis for the term of the agreement.
