2.1 Bidder may visit the plant site to become thoroughly familiar with the location and equipment and any difficulties that may be encountered in performing work under this specification. Visits may be arranged by calling Mr. Anthony Fini at (856) 583-2309. 2.2 The Contractor shall perform all work in compliance with all applicable Federal, State, and Local codes and regulations. 2.3 The Contractor shall insure that all fabrication, maintenance, and repair shall be performed by personnel who are trained to provide the type of service specified. The Contractor or subcontractor must be the current holder of the following: 1. ASME Code Stamps: National Board “R” Low Pressure Steam & Hot Water “H” Unfired Pressure Vessels “U” National Board “NB” 2. New Jersey Master Plumber License held by an employee or subcontractor of the Contractor. 3. New Jersey Electrical Contractor License held by an employee or subcontractor of the Contractor. 4. Welders qualified with welding procedures for carbon steel, low alloy, and stainless steel. The contractor and/or subcontractor must submit at the time of the bid, a list of named Sub-contractors. Copies of the current holder of the necessary stamps, the NJ Master Plumber License, the NJ Electrical Contractor License, and the welders along with the welding procedures for carbon steel, low alloy, and stainless steel for which they are qualified shall be submitted upon request of the Authority prior to award of a contract. 2.4 The Contractor must have the ability to perform the following repairs, services, and maintenance, in accordance with NJ State, ASME, and National Board rules and regulations: 1. Specify and design any needed services, including drawings signed and sealed by an NJ Professional Engineer where required or requested by the Authority. 2. Annual cleaning and maintenance of fire tube boilers. 3. Structural and pressure vessel weld repairs, including authorized inspections and certifications. 4. Refractory and insulation installation & repairs. 5. Pressure piping repairs and installation. 6. Valve repair and replacement. 7. Automated Control system repair & troubleshooting. 8. Electrical repair & troubleshooting. 9. Perform emissions compliance testing as required yearly by the NJDEP. Provide converted raw data in the necessary form to fulfill online reporting requirements in accordance with NJAC 7:27. 10. Maintain inventory of spare parts for the Authority boilers. This inventory shall include boiler controls & valves, pressure vessels tubes & plate, pressure vessel pipe fittings & flanges, boiler tiles & refractory, and gaskets & seals. 11. Maintain component fabrication facilities. 12. Maintenance & repair of heat exchangers (including an inventory of H/E plugs). 13. High-and low-pressure piping fabrication, repair, and replacement on boiler systems.
