The objective of referee testing is to use the test results obtained from an approved independent materials testing laboratory to determine the new total percentage (PT) of the lot that is within the specified upper and lower limits for all mixture and/or compaction measured characteristics. These PT’s are used to determine the new lot pay factor which is based on all referee test results. Testing may be for mixture properties and/or compaction properties. Results of these determinations are binding on both the Contractor and the Department. The objective of the asphalt binder, crumb rubber asphalt, emulsified asphalt, RAP binder extraction and asphaltic concrete testing is to ensure that the materials used in construction and mix designs comply with specification requirements.
