The purpose of this program is to: Help prevent and reduce the initiation and progression of substance use and its related problems by supporting the development and delivery of community-based substance use prevention services that strengthen protective factors, reduce risk factors, build resilience, and promote well-being. Expand and strengthen the capacity of state and local community prevention providers serving underserved communities and tribes; and Implement evidence-based, evidence-informed, and community-defined evidence-based prevention strategies. For this grant application BSAS plans to partner with Tufts University Medical School. The grant plan includes implementation of the strength-based HOPE Framework (Healthy Outcomes from Positive Experiences) from Tufts University as the foundational framework. The HOPE team has worked with other states and local organizations to implement substance use prevention strategies based on building the protective factors outlined in the four building blocks of HOPE (Relationships, Environment, Engagement and Emotional Growth). They have worked at the individual/family, organizational, and community/statewide levels and will be our Training and TA partners in the grant application. As the developers of this model, and being locally based, the HOPE team is uniquely positioned and qualified to offer training, support and guidance to the Bureau of Substance Addiction Services and to the future grant subrecipients to implement prevention programming at the local level guided by the HOPE model. The purpose of this notice is to publicize the MDPH/BSAS’ intention to submit this federal grant application naming Tufts University’s HOPE Framework team as a partner, and to invite responses from any organization that can demonstrate that it can provide the training and technical assistance noted above. Responses must include a proposed scope of services, deliverables, and budget costs for carrying out these activities, along with documentation of capacity and experience to carry out all of the activities.
