Model The shelter project proposed should include a non-congregate setting model with the goal of filling a gap in services for people experiencing chronic homelessness. Proposals may include any one or combination of models (pods, managed campsite, refurbished hotel space, etc.), but must demonstrate the addition of private sleeping quarters in its emergency shelter model. Location/Property Acquisition The proposal should include an intended location for the proposed project that matches the proposed shelter structure plan, including appropriate assignment of zoning codes for the proposed use of space, or proof that property meets codes for safe habitation and use. While MHPSF monies may be used to purchase or lease property, proposals that include existing ownership/lease or a plan for ownership/lease of the property will be considered more favorably than projects without a clear plan for property ownership/lease. Proposals that seek to utilize funds to purchase or lease property will have an increased burden to submit proof of due diligence that the property has been inspected and meets municipal codes for safe habitation.
