The Land Clearance for Redevelopment Authority of the City of St. Louis (the Authority) seeks a Lessee for Authority-owned mooring rights along the Mississippi River extending southward from the eastern prolongation of Catalan Street to the River Des Peres; The property includes one parcel of mooring rights located along the right descending bank of the Mississippi River, between mile 172.2 – 172.45). Access by land is not currently available to the general public. The proposed work at the site includes the installation of adequate anchorage and removal or repair of eight washed out mooring cells and a concrete conveyor base. At a minimum, the lease shall embody the following: A. Term. The lease term shall be a maximum of ten (10) years. Up to three (3) five (5) year mutual extension options may be included in the lease. The Authority reserves the right to negotiate the lease term with the successful proposer. The maximum duration of the lease shall be 25 years. B. Mooring/fleeting Rent. The Authority anticipates minimum revenue of $80,000 per year. C. Lease payments shall be increased 3% annually. D. Maintenance. Lessee, at its sole cost and expense, shall maintain, repair and replace (if necessary) the leased premises to keep them in good order and condition (including any improvements now or hereafter erected or installed on the leased premises). All improvements, repairs, and replacements made by Lessee shall be in accordance with all laws, ordinances, and regulations.
