1. Develop guiding questions for the community needs assessments and goals. 2. Provide a plan to conduct the community needs assessments. 3. Conduct a statewide community needs assessment that includes all four counties, two community needs assessments specific for each Maui CCBHC, and eight community needs assessment for each CMHC. 4. Develop action plans to implement CCBHCs statewide or in the clinic service area, as appropriate, based on the respective needs assessment. 5. Develop staffing plans including strategies for workforce development for each recommended CCBHC. 6. Provide a written report of the statewide community needs assessment, action plan, and staffing plan. 7. Provide a written report of each clinic-level community needs assessment, action plan, and staffing plan.
