4.1. Description of Solicited Services The purpose of the Right of Way – Encampment Resolution Program is to quickly move households out of prioritized state and local rights of way and other public property into better living situations. The State’s goal is to address as many prioritized rights of way as possible with available resources. Funding is limited to acquisition or rehabilitation of overnight shelter facilities or Permanent Supportive Housing (PSH) in Pierce County. Capital projects are a priority and will receive additional points in the evaluation of applications (see the Evaluation Section below). Funding for facility support and program operations is available for providers currently under contract to provide Right of Way – Encampment Resolution Program facilities or services or new providers. Once operating, projects awarded funding must serve households from sites identified as a priority by WSDOT or local jurisdictions. As well, households moved off site into overnight shelter must be offered a permanent housing placement (i.e., through rapid rehousing, permanent supportive housing, subsidized unit, Housing Choice voucher, etc.). 4.2. Eligible Project Types & Activities All projects must be either Overnight Shelter or Permanent Supportive Housing. Overnight Shelter (OS): Overnight Shelter means any facility with the primary purpose of providing temporary overnight shelter for households identified in designated State rights of way. Overnight Shelters provide short-term beds. Overnight Shelter programs must also assist households with identifying and moving into permanent housing. While all Overnight Shelter projects are eligible for funding, non-congregate shelter will be prioritized for funding. Permanent Supportive Housing (PSH): Permanent Supportive Housing is housing that is not time limited. All households in PSH must include an adult head of household with a diagnosed long-standing disability that precludes them from maintaining their housing without access to the supportive services. Proposers may apply for the following activities: Acquisition, rehabilitation/renovation, facility support, and program operations in the following housing types: • Apartment and houses • Permanent supportive housing and overnight shelters • Hotels and motels • Temporary shelter sites including tiny homes, tents, authorized encampments, or similar living situations. This designation requires use approval, as required by local jurisdictions. This could be conditional or temporary use permits, or a zoning letter stating approval
