Specifications include, but are not limited to: 1. Statewide Needs Assessment: Evaluate the behavioral health, child welfare, and juvenile justice needs of Rhode Island’s children and families. Assess the availability and effectiveness of current services and identify gaps. 2. Stakeholder Engagement: Conduct focus groups and interviews across DCYF’s four operational regions (Northern, Urban Core, East Bay, and Washington-Kent). 3. Comprehensive Analysis: o Inventory all available services, including state-funded and Medicaid services. o Highlight trends and disparities by race, ethnicity, culture, linguistics, gender, sexual orientation, and gender identity. 4. Recommendations: Develop actionable strategies for system improvement, including service expansion, integration, and alternative payment models.
