Specifications include, but are not limited to: The Minnesota Department of Natural Resources, Division of Fish and Wildlife, Section of Fisheries (MNDNR) requests proposals to facilitate the completion of a roadmap to resilience planning process for Keene Creek watershed in Duluth, Minnesota. Proposals will also describe a process for determining the feasibility of re-meandering a ditched section of Keene Creek from above Grand Avenue to below Irving Park. If re-meandering is feasible, a concept plan for the stream restoration would be produced. This planning process and project evaluation will be led by the MNDNR, in close coordination with the City and other natural resource management partners at the Municipal, County, State and Federal partners. Phase 1: The facilitation of a process that will collate existing watershed data and integrate with local resource professionals, the Cities of Duluth and Hermantown, as well as other natural resource management entities and stakeholders to define stressors to the watershed, identify strategies that will reduce or eliminate the stressors, resulting in the watersheds increased resilience to the negative impacts of climate change and urban development. The process is being called the Keene Creek Watershed Roadmap to Resilience (Roadmap). Phase 2: Evaluating the potential for restoring a ditched section of Keene Creek from above Grand Avenue to below Irving Park. This portion of Keene Creek is heavily influenced by public utility infrastructure within the floodplain, that could limit the feasibility or extent of potential stream restoration.
