The scope of services is outlined in detail below by task. In general, the Town is interested in working with the Firm to review the existing site conditions, manage and conduct a public discussion, develop site and building design concepts that include a narrative, graphics, and presentation materials. Firms are encouraged to demonstrate experience with industry expertise and bringing creative ideas tested elsewhere to help the process and for future development of a design that will work well for the intended use. Throughout the project the Firm will have access to Town staff, as needed, to discuss and negotiate questions related to the tasks or parts of tasks. The Firm will also suggest which meetings can be conducted virtually and which ones should be conducted in-person. The scope of services includes but is not limited to the following individual tasks: Task 1: Project start up and existing conditions review i. Initial meeting with staff to review Scope of Services, available documents and process. ii. Conduct a site tour iii. Review of existing documents/reports (i.e., Zoning Bylaw, exiting conditions survey and Hazardous Material Report) iv. Analyze existing buildings and zoning districts in terms of dimensional regulations such as setbacks, lot coverage, architectural styles/themes, sidewalk widths, etc. Also document architectural styles, architectural details and elements, massing and relationship of the buildings to the street and open spaces. Document streetscape amenities and materials. v. Identify existing or condition of elements applicable to the appropriate future use including utility connections, location, access, transportation and area amenities. Task 2: Information gathering and public engagement i. Hold at least four (4) working sessions with Town staff to help develop a vision for producing three (3) distinct housing development types and design options. ii. Hold at least one (1) meeting with Town staff and representatives of housing developers and/or programs. iii. Conduct two (2) stakeholder meetings to be held in person and virtual at a location confirmed by Town staff. Outreach to attendees may include board/committee members, property owners, developers, residents of adjoining neighborhoods, Town staff and public safety officials. These meetings will include the first public discussion where an overview of project ideas, sharing information of the Firm’s initial review, hearing concerns, and taking questions and recommendations, report progress, updates and presentation of draft concept plans. iv. Firm will assist Town staff in preparing to present and discuss recommendations and details of conceptual designs to various Town board and committees. The Firm will coordinate their documents for Town staff use in this task but not be required to attend or present in any board or committee meeting held.
