The Public Utilities Department’s engineering consultant, Hazen and Sawyer, identified the PRWRF’s limited process aeration capacity as a factor contributing to permit violations related to nitrogen and biochemical oxygen demand (BOD). Renting the aerator units included in this procurement represented the fastest way to supplement PRWRF’s aeration capacity, improve process performance, and increase the probability of compliance with effluent nitrogen and BOD limits. Although multiple companies manufactured the type of aerators required for this application, Newterra Corporation, Inc. (Newterra) was the only company that offered refurbished rental units. Since the lead time to purchase new units would result in further effluent permit violations, renting units was the preferred option. Since no other companies offered rental aerators suitable for this application, the rental units were procured through an emergency from Newterra.
